CYMFed was orignially formed by those working in youth ministry, at Diocesan and national level, as a means to work together. In this sense, CYMFed is separate to, but supported by, the Bishop's Conference of England and Wales. The CYMFed Chair represents the CYMFed membership to the Bishop's Conference through the Department for Evangelsiation and Catechesis. In addition, the Bishop responsible for Youth is a member of the CYMFed Board.
